Phase 2 SCOPE OF WORK

Task 1: Development of Project Workplan

  • Development of a specific workplan.
  • Public and stakeholder outreach plan.
  • Attendance at IPH Executive Committee and Board meetings.

Deliverables will include: Project Contact List; Data and Information Request(s); Final Scope of Work with Staffing Responsibilities; Final Budget; and Final Schedule.

Task 2: Review the Phase 1 Regional Profile to identify potential implementation strategies.

  • Review the Phase 1 analysis of rail, highway, waterway and air transportation networks serving the IPH area.
  • Review and assess the modal issues of the IPH region.
  • Review the Phase 1 commodity movement data and freight patterns.
  • Review and assess the Phase 1 economic and freight forecasts.
  • Review and assess the region’s logistics competitiveness profile.
  • Review and assess the region’s geographic, market and trade opportunities.
  • Review of other pertinent local/regional studies.
  • Expand the analysis of air cargo and air parcel assets and service growth opportunities in the IPH region.
  • Identify any key infrastructure gaps.

Deliverables will include a review of the Phase 1 deliverables including summary findings and preliminary conclusions for capitalizing on the opportunities and addressing the gaps in the region.

Task 3: Identification of the region’s capacity for development of a globally connected, multimodal transportation gateway/hub.

  • Definition of the required attributes of an inland gateway or hub model appropriate for the IPH region.
  • Development of evaluation criteria, performance measures and a ranking of hub alternatives.
  • Ensure consistency with regional transportation plans, freight/goods movement strategies and other key initiatives.
  • Evaluate the origins and destinations of the area’s trading partners (all freight modes).
  • Interviews with key stakeholders, businesses and agency staff.

Deliverables will include a report on the hub alternatives including the evaluation criteria, performance measures and ranking methodology. The impact of emerging transportation technologies, telecommunications infrastructure and how that could impact the future of transportation in our region should be highlighted.

Task 4: Identify and prioritize the region’s future transportation infrastructure improvements necessary to drive economic growth.

  • Development of the transportation investment and project priority blueprint.
  • Identification of additional needs such as mitigation.
  • Comparison of the current capacity of transportation facilities with the projected demand.
  • Identification of key infrastructure necessary to implement potential strategies.
  • Identifying specific investments necessary to address the gap analysis.

The deliverables will include preliminary recommendations for transportation investments.

Task 5: Strategies for Implementation

  • Develop implementation and funding strategies.
  • Recommendations on how to implement the strategies in the short, mid, and long term.
  • Feasibility of implementing the recommendations given the cost and availability of resources.
  • Identify obstacles and opportunities that need to be addressed by the region in order for the strategies to be successful.
  • Presentations to community groups, local jurisdictions, agencies, and via electronic distribution.

The Task 5 deliverable will be a recommended implementation and funding strategy.

Task 6: Forecast potential economic impact that a gateway/hub would have on the region’s economy

  • Develop a regional economic forecast based on the recommended investments.
  • Itemized cost of the recommended improvements.
  • Forecast the economic benefits of the investments.
  • Detail the international and domestic trade impacts of the recommended investments.

The deliverables will consist of cost/benefit evaluation of the recommended transportation infrastructure investments.

Task 7: Final Report
The final report will consist of the recommended investments, a prioritization of the improvements, the strategies to implement the recommendations and an evaluation of the economic benefits to the IPH region. Recommendations for next steps in the development of the Inland Pacific Hub will also be included.
